Why....?

My kids like to know "why" and "how" for just about everything. As a result, I've explained to them most of the traffic rules, esp. those about traffic lights and signs. Now my kids want to know "why" the guy ahead of us turned left on red, or the guy over there turned right when it's posted no turns on red.. Uhh..
